The way you did it, you have to raise both individually on different tabs, it's not very efficient. I think it would be more easy to automatically raise or decrease SPECIAL as soon as you select/deselect a perk. In your build planer, I can raise a perk to level 1 for a corresponding SPECIAL at level 1, and you get a warning as soon as you get a level 2 perk : to my understanding, you shouldn't be able to raise a perk to level 1 till the corresponding SPECIAL isn't at level 2. I think there is an error in the way you count max number of perks for a SPECIAL: the character begins with 1 in each SPECIAL, but I think this first point does not give you a perk.
